The City of Aurora is committed to maintaining an ethical environment for the beneift of the public as well as its officers and employees Aurora was an early leader in adopting rules to ensure that its elected and appointed officers and its employees conducted the City’s business in accordance with the highest ethical standards.
In 2019, the Mayor and City Council revised and modernized these rules, creating Chapter 15 of the Code of Ordinances. The newly revised ordinance regulates certain political activities, the solicitation and acceptance of giftsby public officials, and conflicts of interest while affording whistleblower protection for those who report violations in good faith.
Upon adopting its new Ethics Ordinance, the City Council immediately entered into an intergovernmental agreement with DuPage County. In what was, and likely still is, a unique relationship in Illinois, DuPage County, through its Ethics Commission, Ethics Adviser, and Ethics Investigator General administers and enforces the City’s ethics ordinance. These officers, appointed by the Chair of the DuPage County Board with the County Board’s advice and consent, operate with complete independence from City government.

In order to assist its officers and employees understand their obligations under the Ethics Ordinance, the City Council has made the Ethics Adviser available to them to provide confidential advice or answer questions regarding the ordinance.

If any person reasonably believes that evidence exists that a violation of the Ethics Ordinance has occurred, that person should immediately report the alleged violation to Investigator General in writing to:

In accordance with the Ethics Ordinance, all complaints must be in writing, signed by the person filing the complaint and shall describe in detail the violation including a list of all witnesses to the violation. It must include Complainant's name and contact information, including their mailing address, telephone number and e-mail address, if any. The complainant must describe why they believe the allegations violate the City’s Ethics Ordinance.
