Community Development
Aurora’s Community Development Grants help strengthen neighborhoods and support residents in need.
These grants, funded through both federal and local sources, support expanding and preserving affordable housing, preventing homelessness, improving infrastructure, providing community services, and supporting economic growth.
Funding is awarded to local non-profits, certain public agencies, private businesses that create affordable housing, and directly to landlords for emergency rental assistance. Homebuyers moving into Aurora can also receive help with purchasing single-family homes.

Mission Statement
The mission of the Community Development Division is to give policy guidance, plan, fund, and coordinate economic development, infrastructure and human services programs and projects that improve City neighborhoods, facilitate affordable housing development, and assist Aurora residents who live at or below 80% of the Area Median Family Income ($95,900 for a four person household in 2025).
Federal Funding
The City receives funds annually from the U.S. Department of Housing and Urban Development (HUD) to address community development and housing needs. A five-year Consolidated Plan establishes priorities and each year an Annual Action Plan sets out action items and associated funding for the program year (January 1 - December 31).
Our Impact
Community Development is the lead agency responsible for carrying out activities to meet the City’s long-standing housing and community development priorities related to the goals and objectives defined in its 2025-2029 Consolidated Plan, which address physical, economic, demographic, and social conditions throughout the City.
Through an annual, competitive application process, the City identifies partners to help achieve identified goals and objectives. For more information, view our grant funding opportunities.
Citizen Participation
The Citizen Participation Plan guides the way we engage with the community during this process, which will give residents, organizations, and other stakeholders an opportunity to help shape the Consolidated Plan and comment on a draft prior to the submission to HUD. The process will include both formal and informal opportunities for participation.
